Allan McCay (University of Sydney) has published The Neural Democratisation on SSRN. Here is the abstract:
In this short paper we argue that developments in neurotechnology might lead to the democratisation of the capacity to produce high quality AI. Whilst at present this capacity is concentrated in the hands of a few large entities, advancement in neurotechnology might lead to better models of the brain that might in turn inspire new approaches to AI that do not require the deep pockets needed to pay for the massive amount of compute that is currently required to lead the AI field. This means that smaller companies might be able to challenge entities like Google or OpenAI. Such a neural democratisation of AI might have negative implications for the valuations of larger entities as they start to have more competitors in the marketplace. As AI becomes increasingly powerful, a neurally democratised AI ecosystem might turn out to be a regulatory headache because governments might find it harder to control a range of smaller companies than a few large entities.
