My introduction to the first issue of Neuroethics is now available online. In it, I sketch out my conception of what neuroethics is. I suspect that conception is rather broader than that held by others. But that's a good thing: there is plenty of room for diverse views in the journal (including the views of those who want to defend a narrow conception of neuroethics). PDF HTML
Well, it's available for some folks, i.e., it's not freely available online to anyone (that 'open access' thing).

Have you tried clicking on the link, Patrick? All articles in Neuroethics published in 2008 and 2009 are open access.

Yes, I did, hence my comment: It asks me to log in or pay for the item. I'll search around again. But thanks for letting me know it is open access beginning with 2008.

Neil,
When I click on the journal title, I get access to the issue you referred to, but your introduction, unlike all the articles, is marked with "access to no content," and I cannot open it up.
