Why not make it as clean and safe as possible? For the same reason residents of Santa Cruz don't want to "improve" Highway 17. Because the cleaner and safer it is - to ignore sleep, or to get to the beach - the more quickly the ill effects will be felt. Just because something is inevitable is no reason to rush toward it - might be, in fact, a reason to slow down, give us a chance to adapt, make judicious decisions, react to the inevitable unforeseen consequences.
